how to make the comment box using Javascript

How to make the comment box using java script
  my friend told me we can made the comment box using Java
script, like
  name :
  email : 
  Comment :
  but i dint know how to make the script, and because from
many source or  definition of how to made the comment box,
usually using PHP and to  generate the comment page we need
to use web generator to generate the  comment page. 
  is my friend true we can make a comment page using java
script, and it dont use PHP ?
  if it true, how to write the script ???
