Checked all of the obvious: external speakers, internal speakers and headset. In Control Panel, Sounds and Audio Devices has PC Speaker Subdued. Sound is still faint.

I have a project before me that I have been working on for 2 days. It
is a Toshiba Satellite L25-S1194 / OS Windows XP Pro. User is no longer
using a Cell Phone with it and I am afraid that the Cell might have
taken over the speaker volume. Furthermore, I have reinstalled all of
the Audio / Sound Drivers, and the sound is still there but faint. Has
anyone had, and resolved this issue? If so, could you share the
resolution with me.

You may have a corrupted driver for the sound card. Try a reinstall of the
driver.
