exactly remnants of other programs, which accumulate on the harddrive I have found causes slow downs, empty folders yes have nothing to do with this. So I take it you agree with what I said.

That sound like remnants of programs that may be causing this kind of
slowdown. If the program is uninstalled there is no way an empty
folder can slow down a computer. If the uninstall program has left any
junk that does have the ability to be executed then that might cause a
slowdown but that would have to be some program stub that get executed
on startup or something like that. And empty folder just can't slow
down a computer. What might happen is that other factors have slowed
down the computer and this was not noticed until the program was
uninstalled.
