The presence of folders does not slow an computer at all it is just that
Windows of all version like to locate thing and search the register for lost
entires to broken links and missing folders after a poor uninstall. I always
do a search for a proper remover on the web such as the Norton remover and
always run a register clean up after removing anything.

I understand what you are saying, but in my experiences I have found that
left over folders from certain programs I have found slows up some computers
I have found that some programs really don't uninstall like some folks think
I did alot of research and found this to be true. I have recovered
documents as well as programs that were thought to be "uninstalled when in
actuality it wasn't it just didn't show up in the add/remove programs, they
lurk around in the registry causing error messages to come up. when it comes
to old programs vs new programs yes I do that sometimes remove the old, but
if an option is given to upgrade I upgrade. but again it depends on the
program if the program is corrupt then you are just adding new to corruption
"Not a good option" , So I am like you, I uninstall and run a utility
cleaner such as ccleaner to clean my registry of unwanted files. Now it has
become a habit so I do it quite often. Thanx for your concern it is
appreciated
