I've go amavisd-new running with spamassassin and dbmail. 
I've been
getting inundated with spam lately.  subject lines are not
being modified
as I've defined in the config file.

I have:

$sa_tag_level_deflt = -999;
$sa_tag2_level_deflt = 3;
$sa_kill_level_deflt = 10;
$sa_dsn_cutoff_level = 12;
$sa_spam_subject_tag = '***SPAM***';
$sa_spam_modifies_subj = 1;
$sa_spam_level_char = '*';
$sa_spam_report_header = 1;

I'm seeing spam blocked, but everything inbetween ta2_level
and kill_level
is not being tagged.

anyone have any ideas about where I should look?

Which amavisd-new version exactly? On which OS (debian, say,
has its
quirks...)? Preferrably ditto for the rest.

Recipients must match local domains to have Subject
modified.

I must have fixed it last night because suddenly the headers
are now being
modified.  It might have something to do with the
local_domains_maps
setting.

However, I'm running gentoo 2006.0 and amavisd-new 2.3.3 
gentoo has an
extension of -r2 which means its been patched prior to going
to the next
release level.

Yes, this is the most likely misconfiguration with the
effect you described.

2.4.4 has been released.
2.3.3 is more than a year old, I hardly remember details
about that version.
