Seems to be a known TB bug, first reported on 2004-08:
Bug 254149 – Bad codification of the 'Receipt
Notification' subject
h
ttps://bugzilla.mozilla.org/show_bug.cgi?id=254149
It wouldn't hurt to add a comment to that bug report,
stating the latest version of TB with the bug.
