koi8-r encoded mails gets banned

Hi!

Found root of problem. I have file utility version 4.15
on my system. It returns "MS-DOS executable
(COM)" on
file with first byte 0xE9. Version 4.12 says:
"ISO-8859
text, with no line terminators".

Please report your findings to the author of the file(1)
utility.
