koi8-r encoded mails gets banned

Hi!

Here is solution. Do not need to downgrade the file
utility. Edit the file "magic" 
(/usr/share/file/magic
on my system), commenting out lines that corresponds to
one byte patterns for COM file detection, then cd to
directory where the file "magic" resides and run
"file
-C magic".
