Why is this email making it through?

Why an email with such contents is making it through and
marked with a spam score of -35. I have seen the email from
the UK, France and hotmail accounts according to the
headers. Below is the X-Spam-Status we have been having
great success with spam but for some reason since Monday it
seems everyone in our domain as been getting this same email
and I also see mail destined for accounts that do not belong
in the domain which we reject anyway. I just can't seem to
figure out why this has such a low score. I know of other
ways to filter it but my main concern is figuring out why
the message is being tagged so low. And I apologize ahead of
time for sending spam on further.
