executing an application

How can I write an application in any language, .NET, JAVA,
etc to run
an external application.

I am trying to create a hyperlink (on a webpage) that will
open an
application using command line options:

eg.    <a> c:applicationword.exe" -q -a 
</a>


I've tried <a> tag and it gave me 'Access is denied'
.
