Page Cannot be displayed

I can't download the free .net framework and the visual web developer. When I click on Download for the Framework or the visual web developer, it opens a new window with Page cannot be displayed.

I have IE 7 and XP professional Version 2002 service pack 2.  Intel Celeron. 12 gigs of free space. The wireless network is fine. I can connect to anything else? Do I need to download IIS first? There has to be something wrong on my end, but I don't know what it is.  Any ideas on what to check?
