Hi,

You can't quite compile, but you can package so an installed
Perl is not
required.

Perl Dev Kit from Activestate - GUI interface or command
line, one
license = multiple platforms - works very well.

PAR::Packer -CPAN - opensource - command line - multiple
platforms.

To clarify: is it really 1 licence = multiple platforms
(Windows, 
Linux...)?
