why my cpm is lower than before - 1 new

Hi, 2 weeks ago I used to have a cpm average of $ 9 to 10
with 2000 page 
imperssion a day. After, I started getting more traffic my
average cpm went 
down to 2 to3$ after I at least 5000 page imperssion a day.

Lets say a guy comes through my site to a google ad . It
says on the sales 
that if the guy signs up there i get lets say 5 $ .. now who
will check that 
the guy made the signup .. google ? or the site tells google
? And if its not 
google , how do we get payd if the site doesnt tell google
that this guy
