would seriously
consider
refactoring the form layout to allow the rapid entry but
provide
extensions
for detailed entry, or, provide an 'expert' form for the
rapid entry.
You
mention tabbing through several tab pages, so simple
auto-complete or
Intellisense or whatever you will brand it won't be enough
by itself. >

The form itself is a government form, so all the details
_have_ to be
there. The user is required to consider all the details
before
submitting the form, even though he or she in our opinion
very well
could have considered the details in his/her head in
advance, and then
decide to use either a simplified or a detailed form. 

However, the idea that we are investigating at the moment is
to have a
"command line" at the top of the form, which will
support some kind of
intellisense, to allow the user to enter data in the various
fields of
the form, without ever leaving the command line, working
efficiently
with the keyboard only. As values are entered, the form
switches between
the tab pages, and indicates visually in some way that data
has been
entered into a given field.

Should the user so choose, the form is open for direct
editing, the
intellisense is just meant as a shortcut for experienced
users.

I really like that.  Your idea is in great danger of being
stolen.  Are
there any other such strategies about?
