Solved...

Issue mainly due to developer (i.e. me) stupidity.

There is no failure.  If I attach a debugger to the windows
service and
try to call a method of the type in the immediate window it
will fail as
stated.

If I call the method in the code itself and then examine the
value then it
works just dandy.

You live, you learn... thanks to those that replied for your
time -
apologies it was a bit of a wild goose chase!
