Yes John, I have done just that. Here is the SOAP request I
modified
(edited) in soapUI right before the request was sent:

<soapenv:Envelope xmlns:soapenv="http:
//schemas.xmlsoap.org/soap/envelope/"
xmlns:atie="http://www.ATIE-00
-00-01">
   <soapenv:Header/>
   <soapenv:Body>
      <atie:rMSResponseData>
         <rmsMessage>
            <rmsStatus>
               <device-id>A</device-id>
               <meter-status>off</meter-status>
               <last-update>2008-07-15
12:00:00</last-update>
            </rmsStatus>
            <assocLDSid>A</assocLDSid>
            <organization-owning>

<organization-id>A</organization-id>

<organization-name>A</organization-name>
            </organization-owning>
            <rms-location>
               <latitude>90000000</latitude>
               <longitude>180000000</longitude>
            </rms-location>

<station-status>off</station-status>
            <meter-rate>0</meter-rate>
         </rmsMessage>
      </atie:rMSResponseData>
   </soapenv:Body>
</soapenv:Envelope

I looked at each element and filled in a value that would
match the type of
the element. Now those are more likely non-existing devices,
in reality, but
we were never provided a list of the field devices we should
request status
for. In fact the interface was designed to work the other
way: we ask
blindly for data and they are giving us everything they have
(or at least
that is my understanding). In any case, if the web service
would work, it
should return a different message saying "device not
found" in case it
expects me to pass the id of a real device.

Thanks,
Eddie

Have you tried sending your request in a properly formatted
fashion yet?
What I mean is with correct values etc. The reason to try
this is the fact
it would appear other users are succeeding.
