first of all, if ur CTR is less than 1% u cannot be
that brave to reduce the CPC if u want to decrease the
budget find less compatitive keywords.
also disable the content targeting to increase ur CTR
so that ur able to decrease ur CPC.
so , redo the changes in CPC then disable the content
, and find cheap words, then WHEN UR CTRIS 1% OR
HIGHER ONLY THEN U CAN DECREASE UR CPC.
