Ads not shown sometimes

It's more complicated than that. Merely increasing your
budget won't mean that you'll see 
your ad.

Google optimizes the ad displays for location. If you are in
Los Angeles and you have 
nationwide ad display in the USA, and Google find that your
ads get better CTR in Chicago 
and New York, your ads will show in Chicago and NYC, but not
in Los Angeles, no matter how 
high your budget.

Don't worry about not seeing your ads. It means nothing.
Look at your stats. Are there 
impressions? Are there clicks?
