Any value in impressions alone?

I'm running a low budget Adwords campaign but getting really
good
impressions and clicks. By playing with the scheduling, I
can reach my
daily budget within about 10 minutes but this means a very
low number
of impressions. Having no or different scheduling I still
get the same
number of clicks but an enormous number of impressions.

Do impressions have any value in themselves? Obviously, if
you're not
reaching your daily budget in a day then you need to work on
the CTR
but if your budget is so low and/or your ads are so
successful that
this is never a problem then is there any benefit in looking
for a high
CTR?

It seems to me that even if a browser doesn't click on my
ad, they may
at least be reading it and over time may be encouraged to
click because
they recognise the name and become intrigued. This would
suggest that
I should aim to keep my impressions high, not aim for a high
CTR and
low impressions.

The other argument is that with a high CTR, you're getting
people who
are potentially more interested in exactly what you're
serving, so
should get a better ROI (and possible Adsense revenue).

What's the opinion of the panel?
