If you're doing branding ("Drink Coke! The Breakfast of
Champions!") then you can go for 
high impressions.

Otherwise, zero value.

You must have either an extremely low budget or you're using
KWs that are common (car, sex, 
etc.) but produce very low CTRs.

I'd suggest you ignore the impressions and concentrate on
coversions. If it doesn't convert, 
then it useless, either as a click or impressions. Your goal
is conversions, nothing else.
