Average CPC higher than Max CPC

I just started a new Ad Group with a Max CPC of 0.50.  Now,
after 5
days the results tell me that the average CPC is 1.2. There
must me
something going wrong here?

Is .50 set as the default max bid for the campaigne?
Remember that you
can also set max CPC for each individual keyword.
