Section and Page Site Targeting not working - 1 new

I have been trying to get specific section and page site
targets to work for
the last few months with very little success in 90% of the
cases zero results.
This post is similar to a post June 2, 2006, that wasn't
responded to (why)? I
have raised my daily budget to $50 yet typically don't get
charged over $1 or $
