What is to keep your competitors from clicking on your ad

bill on adwords? And can you get outbid? and if so how

you bid on your keyword is your competitor going to outbid

When my keywords are inactive I start a new ad group in my
campain and relist 
them in there. The other thing I had to learn real fast is
the budget 
optimizer is super not cool. To try to stay within your
click budget it tends 
to bid too low on certain phrases and words, so I would
reccommend talking to
