Hi Toffee Two things: 1/ editorial review. If your
most-clicked advert has not
passed editorial review it only shows on the Google Search
Pages, reducing the
impression volume. This will be rectified once the advert
passes the review 
and can be shown on Google's partner pages. 2/ generally
Google will optimise
