Can't even get started - 1 new

I'm having a problem getting started with adwords. I do the
normal routine and
fill out the necessary info like my URL and adwords
description, but when I
click on the continue button, it automatically takes me back
to the start page.
Not only that, but after a second or two, it redirects me
to the "Welcome to
