ad sense publisher stuck with bad adword ad - 1 new

For some reason an ad for this company is served 100% of the
time on my
Adsense-enabled website. This ad points to a page that has a
bunch of ads on
it, no content. Is that allowed and endorsed, for such
advertisers to have
such "junky" payoffs to their ads? Strangely
enough I can't get this ad to
