Hi miki, Google does claim that paused campaigns and
adgroups are penalised. 
AFAICS (and I've asked account reps pointed questions about
this) they mean 
that while you aren't creating a history of activity, your
competitors are. 
The history is used to modulate the CTR boost - so if you
would have had a 
good CTR, the absence of running adverts means - Mon, Oct 9

Hi there, I have been trying google adwords now for about 2
weeks. One thing 
is perplexing me more than all the others. You place an add,
and the punter 
types in your keywork, now if the company you are
advertising comes up on the 
first page in the main listings (the ones on the left) does
that mean that

Hi miki, That information is incorrect. AdWords is a
self-managed advertising 
program, so you are free to pause and resume your campaigns
and Ad Groups 
whenever you'd like. You can always create new Ad Groups and
keep them paused 
until you're ready to have them run. Hope this clarifies
