Mega impressions and clicks only 2 sales - 2 new

Can anyone help me? I have been with Google for the past few
months and can't
seem to make any significant sales. I have had 77,853
impressions and 697
clicks with a CTR of 89% and have only made 2 sales.
Everytime Google suggests
that I raise my daily budget I do it but with no results as
far as sales. I'm

I'm a little confused as to statements in the content
policy, and was hoping
somebody could clear this up for me. I have a client that
asked me to assist
him with AdWords services. Being somewhat familiar with the
guidelines, I
immediately told him he could not use AdWords because his
site(s) sell tobacco
