Hi rbayless, The way I think of a Google page is as a
monetisation exercise, 
where Google tries to make the page worth the most *to a
user*. Users want 
good results. If your advert *decreases* the value of the
page (that is, users
consciously avoid clicking on it) then Google will penalise
the advert by 
making the MinCPC higher. If your advert matches users -
