I had a problem where my ads were not showing on a google
search - because I
also had image ads in the same campaign and they were
sucking up all the
budget for content ads. So I now have seperate campaigns and
budgets for image

You control CPA (you do mean CPA - Cost Per Action - don't
you?) with
optimising keywords, adverts, landing pages and the visitor
journey on your
site, including the ordering system. You should get best CPA
on exact match,
then phrase match, then broad match. You should tune the bid
for each keyword,

Multiple accounts - 1 new

I have run into the 25 campaign limit per account so I set
up a second account
with Google's blessing. They then linked the two accounts
so that my ads would
not be competing against each other which is fine with me.
However, I now see
that I am going to need numerous accounts to do what I want
to do and it is
