Ahh, I think I see your problem: "56 keyword(s) are
currently inactive for
search." You can't possibly have all or most of your
keywords in the ad.
You've got too many keywords in the ad group. Well, I
suppose if you're using
the {KeyWord: } macro you could have many keywords that
match the ad. Notice
that Google will display your ad text in bold if - Tues, Apr
