bazaar 1.3.1 released

This is to announce the release of Bazaar 1.3.1, a bugfix
release.

This release has only one change from the 1.3 release of
March, which
is a fix for <http://launchpa
d.net/bugs/208418>.  This bug caused a
ValueError when transferring data between knit and pack
format
repositories.

Upgrading from 1.3 is only necessary for people experiencing
this
problem.  The next major release of Bazaar, 1.4, will be
available in
approximately one week, containing more improvements and
fixes.
