Maybe.  There were SSHv2 implementations long before there
were SSHv2
RFCs.  C'est la vie.

SSH (v1?) was another example of a protocol developed
outside the 
IETF, and later brought into the IETF.  At least in this
case, there 
were no directly competing IETF WGs.
