Well, if the majority of the users that use *any* language version of
Windows (and especially the English one) are going to use minimum two
different languages (i.e. keyboard layouts) it is of a certain
utility to *that* majority of users. And by chance exactly that
support of switching between keyboard layouts is implemented in
CTFMON (et al, starting after W2K) and therefore more than justified
if enabled by default!
So if you don't like it, just remove it via the methods
described on soooooo many websites - and my first reply to you - on
the web and don't rant about "Micro$"!

... read the BSDL before making such bold - and finally ad-hominem -
statements. I am fully okay if MS uses whatever code I publish under
the BSDL and uses it in their product as long as they stick to the
terms of the license. So they can use it in their closed-source as
long as they want and it will not even be against the BSDL to do so,
as the BSDL is very liberal - in contrast to the GPL.
And to put it even further, I develop software for user-mode and
kernel-mode Windows as well as other platforms and I *largely* like
Windows (NT4, 2000, XP, 2003 to be exact). And that is in no way an
ambivalent behavior as you try to put it. Maybe if I'd advocate the
GPL it would be though ...
I always wondered how people can hate MS, yet use their products ...
well I guess that does not count as ambivalent behavior, though :-
BTW: Yes, it is exactly the Unicode-Support (which is interconnected
with IME and ultimately CTFMON) which forces this to load ...
