Jörn filed a bug that "publications should inherit
modules and resource
types from their template" (39899). I agree to that and
implemented it,
therefore it is not necessary anymore that the instantiator
copies the
resource type and module declarations from the parent to the
child.

IIUC Jonathan doesn't agree to this, he wants that the menu
items
of the parent modules don't appear in the child publication.
Please correct me if I'm wrong.

IMO this could lead to inconsistencies - if the child
publication can't
access the modules of the parent publication, the
functionality might
be endangered.
