steps to reproduce:
create new empty pub
create a german index document.
now log in as some user, select your new publication.
you will try to access index.html, which does not exist. the
import content
heuristics cut in and throw an error "can't import
because content already exists".
what should happen instead is that lenya falls through to
the non-default language.
