How does fallback work in Java?

How does one get fallback imports to work when getting the
xsl via Java? 
I've found a bug in the way FCKeditor's save function works.
The other 
editors do their clean via what looks to be Cocoon
mechanisms. FCKeditor 
however calls jtidy first, then the clean xslt. Any way to
get fallback 
to work here? I've opened a bug for this issue, looking for
some 
guidance on how to close it.
