This isn't a new bug, it did exist previously where admin's
couldn't publish
either. The issue is, sitemanagers and previously admins
have the proper rights
to  publish.

I don't know. The question is, what determines who can
publish? Sitemanagers are
granted permission to workflow.publish. To me this means
they should be able to
publish. Something else other than the usecase permissions
is blocking this.
Same with reject and deactivate.
