Actually I think that the ColoredConsoleAppender can be
built by the
Mono 1.1 and 2.0 compilers. It may have been excluded
because of APIs
that used not to be supported.

The ColoredConsoleAppender will only work if run in a
Windows
environment as it uses direct API calls to Kernel32,
therefore it may
run under mono, but just depends on the system mono is
running on top
of.

We need to re-examine all the MONO and CLI exclusions we
have and make
sure that they are necessary.
