Look again at your Allow/Deny directives.  I have seen this
issue reported about
a dozen times (on the users list, where this question
belongs...) and the answer
has always been that.  Use grep to extract every instance of
Allow and Deny and
verify what they say.  Check httpd.conf and all Include'd
config files and
.htaccess files.
