Dispatcher will instantiate a MultiPartRequest class
instance process the file upload regardless of whether it is
wanted or not. A global setting to disable processing
multipart requests should be available to stop unwanted file
interception.

This is especially important for mixed environments eg S1/S2
where S1 is expecting to handle the file upload.

(Workaround for this is to implement your own
MultiPartRequest class and do nothing with the upload
stream).
