Merge xmlrpc-dev and xmlrpc-user

It's easy to subscribe to both of the lists,
but impossible to unsubscribe from a part of a combined list
if it ever becomes neccessary.

BTW: are the discussion topics of the 'dev' list similar
to those
in the 'user' list? IMO it might be a good reason to
combine if so.

There's no such thing as a combined list. There would only
be a merged dev list.

Besides automatic mails (Jira issues and SVN commit) I'd
guess that
