If I enter an URI which contains a fragment identifier in
the SVG viewer, the
URI shows up with doubled fragment identifier and short
after quadrupled
fragment identifier. |document.URI| has a doubled fragment
identifier. The
document fails to load.

I use fragment identifiers to pass parameters to SVGs
(XPointer-compatible:
"<RealURI>#x:param(key1=val1;key2=val2)").
