is it possibke to modifye svg files by java applet?

i have read that java can call javascript functions and svg
can be
manipulated using javascript (am i right?).. does this mean
that i can
manipulate svg files using an applet? or can pure java
manipulate the svg
files? manipulate like editing an existing svg or creating a
new one. i'm
asking because i want to create a svg map editor in java..
what is the best
approach in these kind of problem? please help.. thank you.
