RELEASE / RM process

Unless someone says otherwise, I'm going to update the
trunk/RELEASE 
file and implement this for 2.0.4 forward.

I know Fred's been holding a commit for something for months
now and 
I've forgotten what its even related too.

It's still in my svn checkout, I'll run a diff after 2.0.3,
and run the 
change by the list.  Not today though, the flu is keeping me
down :(
