OECD Resources on Policy Issues related to Internet
Governance
This site, www.oecd.org/InternetGovernance, presents the
OECD's contributions in several critical public policy areas
related to the Internet; such as security, privacy,
telecommunication policy, universal access, consumer
protection, e-commerce, and broader information economy
issues. It provides links to the relevant OECD resources on
public policy issues related to Internet governance. The
OECD prepared a report as an input to the United Nations
Working Group on Internet Governance in 2005, available as a
user-friendly e-book or as a PDF document. This report i)
presents an overview of the major benefits that the
developments of the Internet and ICTs provide to both OECD
economies and non-OECD countries’ economies; ii) briefly
reviews the evolution of the Internet and the parallel
evolution of Internet governance from the 1960s until today;
iii) provides the OECD’s perspective on the factors that
were instrumental to the successful development of
the Internet; and iv) finally, provides information on the
relevant work conducted by the OECD on policy issues related
to Internet governance as per the “Internet governance”
public policy areas identified by the U.N. Working Group on
Internet Governance.

ICANN proposes new anti-domain tasting solution
ICANN could stop any domain name registrar from processing
refunds on more than 10% of its domains in any given month
in a new bid to stop domain name tasting. Domain name
tasting exploits the fact that someone registering a domain
can keep it for up to five days and then return it for free.
Unscrupulous operators are using that grace period to test
domain names to see if their advertising income exceeds
their registration costs for a year.

ICANN Proposes Anti-Domain Tasting
ICANN has reportedly proposed a new policy that could stop
individuals from domain name tasting by preventing domain
name registrars from processing refunds on more than 10
percent of its domains in any given month.

New Languages Added to ICANN’s IDN Wiki
Hebrew and Amharic speakers now have dedicated wiki pages to
share their experiences as a part of the global evaluation
of Internationalized Domain Names (IDNs) being done by
ICANN. "Since its launch in October 2007, the IDN wiki
has helped ICANN and the Internet community look at exactly
how IDNs operate in the root, and how different software
handles domain names in characters from different
scripts," said Tina Dam, ICANN’s IDN Program
Director. "We’re hoping that Internet users who
understand Hebrew and Amharic will access these wiki pages
and share their experiences."

Should ICANN Open up?
This week, The Register ran a story on how the US supposedly
had given up its 'control' over ICANN. ICANN, the body which
assigns IP addresses and domain names worldwide, currently
falls under the US Commerce Department via a contractual
agreement; this means the US government can control ICANN.
El Reg claimed the US had given up this control; Ars was
quick to respond, stating that "the existing
arrangement was likely to continue, at least for another
year." Since the US had stated that it wanted to fully
privatise ICANN by 2000, we'll have to wait and see what
ICANN looks like in a year. In the meantime, do we really
want the US to open up ICANN?

legal entities, 11 users representing natural persons and 32

How Can I protect My Company’s Domain Name?
Trademark based-Domain Names have become a precious
corporate asset that both large and small companies are
willing to protect against unauthorized use or abusive
registration. Yet, protecting those domain names at an
international level may prove costly and complicated. For
these simple reasons ICANN wisely implemented two documents
that have been crucial for companies engaged in protecting
their domain names. The first document is the called
"Dispute Resolution Policy" ("Dispute
Policy") and the second document is called "Rules
for Uniform Domain Name Disputes Resolution Policy"
("Dispute Rules"). This article briefly explains
these two international measures to solve domain name
controversies.

Domaining & Address Bar-Driven Traffic
First up is Matt Bentley, Chief Strategy Officer, Sedo.com.
Matt talks about the economics of domain traffic. He talks
about the old way versus buying traffic versus PPC and
Adwords. An example is wifi.com. If wifi.com has 15,000
visitors you could buy that traffic; talks about 10 percent
conversion ratio, and PPC. Advertisers could cut out the
middleman (wifi.com and Google) and go directly to SEDO or
the domain owner for the traffic. Cutting out the middleman,
advertisers could pay less for the traffic, and in the case
it could be as cheap as $1500 for 15,000 visitors.

The Zen and Art of Domain Flipping
Lately there has been a lot of buzz in the domain industry
over developing vs. parking your domain. For domain owners
with large portfolios, development just isn’t an option
and parking is essential to monetize their domain names.
Some domainers pick a segment of their portfolio to develop
and then park the rest. However you choose to monetize your
domain names there is one question you need to ask yourself,
“Is my domain name appreciating?”
