I am not too sure about CLR part either. My reading at the crystal ball is that MS is pushing SQL Server to be a platform for Business Intelligence, and a full-fledged .Net Runtime alongside SQL engine will give them a critical technical foundation in offering BI features that are hard to implement with SQL and native API. I wouldn't be too surprised if they bundle some Windows BI Foundation in the future SQL Server offering.
