Log:
1) Removing setup wizard as it was a lot of duplicate
and very old code. (We do not recommend, or use the
setup wizard, and it is not referenced anywhere else
through a link in the gui anymore).
2) Fixing a minor error in the Makefile to correctly
identify and install the html files from config/*
3) Changing a couple things in todo.txt that have
been finished.
