It's a lossy format, usually much more lossy than mp3 at
equivalent bitrates. Each sample is stored as some number
of
bits that represents the difference from the previous
sample.
In the case of ADPCM, that number of bits can differ from
moment
to moment, similar to how VBR MP3s are encoding (but a lot
cruder and easier to implement.)
