Mailing list digest settings updated

For those of you on the mailing lists that are subscribed
using the digest 
delivery option, the settings have been changed (aka fixed)
so that a 
digest will go out at least once a day if there has been any
traffic. 
The digest volume frequency was inadvertently set at monthly
delivery, 
wasn't respecting a daily dispatch size threshold setting,
and went 
unnoticed until Bob Reschly pointed out the .. discrepancy.

be in effect.
